Perfume
EDP, EDT, perfume oil and bespoke concentration projects for retail fragrance brands.
Custom fragrance · Packaging · Manufacturing
XUELEI develops and manufactures fragrance products for brands that need custom scent, bottle, packaging, production and export support in one project. The company has operated since 1995 and works across perfume, home fragrance and scented body products.
Typical stated MOQ: 5,000 - 10,000 units per fragrance. Exact MOQ depends on the packaging and final specification.
What XUELEI manufactures
EDP, EDT, perfume oil and bespoke concentration projects for retail fragrance brands.
Home fragrance with custom scent direction, vessels, closures and retail packaging.
Decorative scent formats for home, gifting and lifestyle collections.
Fragranced body products developed around the same scent direction as a wider collection.
Candle fragrance and finished product development for retail and gifting lines.
Compact wax formats for travel, gifting and fragrance collection extensions.
XUELEI also lists car diffusers and scent marketing among its fragrance services. If you are building several products around one scent family, tell the team at the beginning so sampling and packaging decisions can be planned together.

Tell the perfumer who the product is for, where it will be sold, what you want people to smell first, how you want the dry-down to feel, and what you do not want. That is more useful than asking for a “premium floral” or a “high-end woody scent.”
Bottle & packaging
Send a bottle photo, a rough sketch or a mood board. First check whether an existing component is close enough. If it is not, compare the cost, MOQ and extra lead time of a new mold before committing to it. Review the pump, cap, decoration and carton together with the bottle.
Useful when you want to avoid new mold cost and shorten the packaging decision stage.
Tooling can be evaluated when stock bottles are not close enough. Confirm cost, MOQ and timing first.
XUELEI states that its integrated design process can produce a first 3D model in as fast as three days.
XUELEI states that a complete product design can be delivered in as fast as fifteen days.
OEM or ODM
You bring the formula, packaging requirements, artwork or finished specification. XUELEI reviews what can be produced, what needs adjustment and what has to be sampled before bulk manufacturing.
You bring the market, customer, price range and the look you want. XUELEI can help shape the scent, select or design the bottle, build the packaging and move the approved product into production.
Typical stated MOQ: 5,000 - 10,000 units per fragrance. The exact starting quantity changes with the bottle, pump, cap, decoration and box. Ask for the MOQ after the packaging route is clear, not before.

How the project moves
Product type, quantity, market, target cost, launch timing and the parts you already have are checked first.
The team narrows the fragrance direction and checks bottle, pump, cap, decoration and box options.
You review physical samples and give specific feedback on the scent, appearance and pack.
The approved sample and product specification become the reference for bulk production.
Compounding, filling, assembly and batch checks are completed against the approved product.
Export paperwork and shipping are arranged for the agreed trade term and destination.
If you already have a formula, bottle drawing, artwork or a target product, attach it to the first email. It saves a round of guessing and usually makes the first quotation more useful.
Start a Project ReviewFactory & quality control

XUELEI states that its production base covers 40,000 m², has 17 automated production lines and includes 100,000-grade cleanroom areas. For a buyer, those numbers matter because they show scale. They do not replace a written specification, approved sample and batch acceptance criteria.
The company also states that each batch goes through 43 checks: 29 appearance checks and 14 performance tests. Ask which checks apply to your exact formula, bottle, pump, decoration and pack.
Compliance & project documents
XUELEI lists ISO 22716, GMPC (US), ISO 9001, ISO 14001, ISO 45001, HALAL, BSCI, Sedex, FDA and Disney among its certifications, registrations and audits. For an export order, the useful question is not “do you have certificates?” It is “which documents apply to this finished product and this destination?”
For buyers: ask the project team to confirm which documents are valid for your exact product, production scope and destination market.
Request Documents →Ask for product-specific SDS, COA and fragrance-use information where applicable. Formula, claims, labeling and destination rules can change what is required. Supplier support does not remove the legal responsibilities of the brand owner, importer or other market operator.
