How to Compare Perfume Quotes | Transparency, Unit Cost, Hidden Fees
To compare perfume quotes correctly, make every supplier price the same product and calculate the cost of each saleable bottle after setup fees, packaging, testing, freight, import charges, and expected quality loss. The lowest quoted price is not always the lowest final cost.
One supplier may quote only the filled bottle. Another may include printing, assembly, testing, and export cartons. A third may include freight but exclude customs clearance and destination charges. These prices cannot be compared until every included and excluded item is clear.

The figures, MOQs, defect allowances, component prices, lead times, and order quantities used below are planning examples. They are not fixed industry standards. Actual costs depend on the formula, packaging, supplier, destination market, and shipping route.
Fix the Product First
A request such as “Please quote 5,000 bottles of 50 ml perfume” does not give a factory enough information to prepare an accurate price.
The supplier would still need to guess the fragrance concentration, bottle weight, pump quality, cap material, decoration, box structure, tests, target market, and shipping method. Different guesses produce different prices.
Before requesting quotations, prepare one specification and send the same version to every supplier. XUELEI's fragrance OEM and ODM services cover scent development, packaging coordination, production, quality control, and project support, but each project still needs a clear written brief.
The specification should include:
- Bottle volume
- Fragrance concentration
- Number of scents and quantity per scent
- Bottle material, weight, color, and decoration
- Pump model or spray requirement
- Cap material and construction
- Box and insert materials
- Master-carton requirements
- Target market
- Required documents and tests
- Quality requirements
- Delivery address and requested Incoterm
- Required delivery date
Avoid terms such as “premium pump,” “standard bottle,” or “luxury box.” These descriptions are not measurable. A luxury box could mean a folding carton to one supplier and a rigid box with a molded insert to another.
Add a document number, version number, date, quantity, target market, and approval name to the specification. Every quotation should state which version it covers.

If the formula, bottle, artwork, quantity, or delivery term changes, the supplier should issue a revised quotation. This prevents later disputes about whether a requirement was included in the original price.
Normalize the Quotes
Suppliers may not offer identical components. One may have the requested bottle in stock, while another offers a lighter bottle or a different insert.
Record every difference before comparing prices.

Supplier B may appear cheaper because it is quoting a different product. Ask for a revised price based on the requested specification or a separate cost adjustment for each alternative.
The bottle-weight difference in this example is 40 g. Across 5,000 bottles, that changes the shipment weight by about 200 kg before boxes, export cartons, and pallets are added:
40 g × 5,000 bottles = 200,000 g, or 200 kg
A lighter bottle may reduce freight but also change how the product feels. Record this as both a cost difference and a product difference.
Split the Quote
A custom perfume quotation should show what makes up the unit price.

A supplier does not need to reveal confidential prices from every component vendor. It should still state what is included in the quoted amount.
Mark every item as:
- Included: already inside the quoted price
- Excluded: paid separately or arranged by the buyer
- Optional: charged only when selected
- Estimated: may change when final details are available
- To be confirmed: not ready for reliable pricing
A blank field should not be treated as included. The supplier should write “none” when no extra charge applies.
Control Price Changes
Perfume projects often change during scent sampling, packaging approval, and shipping planning. Common changes include concentration, bottle color, pump finish, cap material, artwork, box dimensions, label language, order quantity, and shipping method.
Each approved change should record:
- Original and revised specification
- Unit-price change
- New setup fee
- MOQ change
- Lead-time change
- Effect on materials already purchased
- Approval date
For example, changing from one box artwork to three language versions may create three printing setups and three packaging SKUs. Even when the total order remains 6,000 units, each artwork may be produced in a smaller batch of 2,000 units.
The final invoice should not contain an extra charge without showing which approved change caused it. Important changes should be confirmed in writing rather than only through calls or voice messages.
Check the Formula and Variants
The formula can change the price even when the packaging remains the same.
Confirm the actual fragrance-compound percentage, alcohol grade, formula development fee, number of revisions, fragrance cost allowance, reorder price, available documents, and formula-use rights.
Do not compare formulas only by names such as eau de toilette, eau de parfum, or extrait. Two suppliers may use the same name for different fragrance percentages.
Consider a 5,000-unit order of 50 ml bottles. Before filling loss, the order requires about 250 liters of finished perfume:
5,000 × 50 ml = 250,000 ml, or 250 L

The 15% formula uses about 12.5 liters more fragrance compound than the 10% formula. This example does not include liquid retained in tanks, filters, pipes, or filling equipment.
Concentration is not the only cost factor. Two formulas with the same percentage can have different prices because their aromatic materials have different costs, supply risks, and stability requirements. A quotation may include fragrance compound up to a stated cost per kilogram:
The unit price includes fragrance compound costing up to $90 per kilogram. Any increase requires written approval before production.
The $90 figure is only an example. A real quote should explain whether any surcharge is calculated per bottle or per batch and whether the revised cost also applies to reorders.
Paying a development fee does not always give the buyer full ownership of the formula. The contract should state:
- Whether the scent is exclusive
- Whether it can be supplied to another brand
- Whether it can be transferred to another factory
- Whether the buyer owns the formula or only has a right to use it
- Who pays when an ingredient becomes unavailable
- Who pays for reformulation caused by a legal change

Order variants also affect cost. Five thousand bottles in one scent are not priced the same as five thousand bottles divided among five scents.

The five-scent order may require five separate compounding records, filling setups, cleaning cycles, labels, and quality checks. Actual production planning depends on the factory's equipment and minimum batch size.
Confirm the total MOQ, MOQ per fragrance, minimum liquid batch, packaging MOQ per artwork, MOQ per label language, and minimum fragrance-compound purchase.
One scent can also create several SKUs. The same formula sold in two box languages remains one fragrance but becomes two packaging SKUs.
Compare the Packaging
Two 50 ml perfumes can have very different packaging costs.
Bottle cost changes with glass weight, clarity, wall thickness, bottom thickness, shape, neck finish, coating, decoration, and inspection level. A stock bottle usually avoids mold costs, while a custom bottle may require tooling, trial production, and a higher MOQ.
The bottle price should state whether it includes glass, spraying, frosting, screen printing, hot stamping, decals, embossing, color matching, sorting, and protective packing.
Ask for the empty bottle weight. A 40 g difference across 5,000 units changes the cargo weight by about 200 kg. An 80 g difference changes it by about 400 kg.

A hand-selected sample does not show the variation across a full production batch. Agree on acceptable limits for bubbles, mold lines, scratches, leaning necks, color variation, decoration position, and printing quality before production.
The pump affects spray performance and leakage. The quote should identify the pump model, neck size, spray dosage, dip-tube length, collar finish, crimping method, and test requirements.
Pump output also affects the customer's theoretical number of uses.

These are theoretical figures calculated by dividing bottle volume by pump output. Actual use may be lower because of priming, liquid remaining in the bottle, and output variation.
Testing should use the final bottle, pump, collar, dip tube, perfume formula, and crimping setting. Testing a pump with water or a temporary bottle cannot confirm final performance.
The test record should state the sample quantity, duration, storage position, temperature conditions, leakage limit, and spray test method. A component change may require retesting.
A cap quote may include only the outer shell. Confirm whether the price also covers the inner fitting, magnet, weight, logo plate, coating, assembly, fit test, and drop test.
The approved sample and mass-produced cap should use the same inner fitting, material thickness, magnet strength, surface treatment, and assembly method. The cap should not pull out the pump collar or scratch the bottle during normal use.
The box specification should include its finished size, board material, thickness, insert, printing method, lamination, foil stamping, embossing, spot UV, barcode, and batch-code area.
Box dimensions can almost double the space used by one retail unit.

The second box uses almost twice the external space of the first before master-carton gaps and protective materials are added. These figures describe external box volume, not the final chargeable freight volume.
An oversized box reduces the number of units that fit in each master carton. This can increase freight, storage, and fulfillment costs. Ask for estimated master-carton dimensions before accepting a freight estimate.
A digitally printed sample may not fully match mass-produced offset printing. State whether the sample approves only the structure and artwork or also the final paper, print method, color, foil, and surface finish.
Check MOQ and Unused Materials
The finished-product MOQ is only one part of the order.

These numbers are examples, not standard industry rules.
A factory may agree to fill 3,000 perfumes but require the buyer to purchase 10,000 custom caps. The extra 7,000 caps still require payment.
If the caps cost an illustrative $0.18 each, the unused stock ties up $1,260:
7,000 unused caps × $0.18 = $1,260
The $0.18 price is a calculation example rather than a market benchmark.
Confirm who owns the unused materials, where they will be stored, how long storage is free, whether they can be transferred, and what happens when they are no longer usable. Unused materials fall into three groups:
- Reusable inventory: unprinted bottles, standard pumps, and generic caps that can be used in later orders
- At-risk inventory: printed boxes, labels, and market-specific packaging that may become outdated
- Lost inventory: damaged, incorrect, discontinued, or unusable materials
Reusable inventory should be included in cash planning but should not automatically be treated as a complete first-order loss.
Separate Setup Fees
One-time fees should be separated from recurring unit costs.
Possible setup charges include:
- Bottle, cap, or insert molds
- Embossing and foil dies
- Printing plates and screen-printing frames
- Color matching
- Fragrance development
- Packaging design
- Prototype production
- Initial regulatory-file preparation
A $3,000 mold has a different effect on unit cost at different order quantities.

This does not mean the buyer should automatically order more. The lower tooling cost per unit must be compared with the extra cash and inventory required.
Paying a mold fee does not automatically prove ownership. Confirm who owns the tool, where it is stored, how long it will be kept, who pays for maintenance, whether it can be transferred, and whether another customer can use it.
Also check whether a setup charge will repeat after artwork, color, fragrance, language, component supplier, or tooling changes. Request a separate reorder price without one-time fees.
Calculate the True Unit Cost
The quoted bottle price is only the first number.
First-order factory cost per saleable unit = recurring production cost + samples + development + setup + first-order testing and document costs, divided by expected saleable units.
Reorder factory cost per saleable unit = recurring production cost + repeat testing and reorder charges, divided by expected saleable units.
Forecast landed cost per saleable unit = estimated total landed cost divided by expected saleable units.
Actual landed cost per saleable unit = actual total landed cost divided by actual saleable units received.
Total landed cost may include product cost, development, tooling, inspection, freight, insurance, customs clearance, import duty, non-recoverable tax, bank fees, destination handling, storage, sorting, rework, repacking, disposal, replacement production, and replacement freight.
Do not add the original value of rejected units twice. Their purchase value is already included in the product cost, while the reduced number of saleable units increases the unit cost. Only add extra sorting, disposal, rework, replacement, or freight costs.
Recoverable VAT or GST should not automatically be treated as a permanent product cost. Local tax treatment should be confirmed separately.

Supplier A appears $0.40 cheaper in the original quotation, but Supplier B is about $0.73 cheaper per expected saleable bottle after the listed costs are added.
Supplier A's estimate removes 150 bottles from the saleable quantity. Supplier B's estimate removes 40 bottles. The difference is 110 saleable bottles before local sorting or replacement freight is added.
The example assumes combined defect and transport-loss allowances of 3% for Supplier A and 0.8% for Supplier B. These figures are only examples. Real estimates should use previous inspection results, packaging-test data, agreed quality limits, and supplier records.
Add Quality and Sample Costs
Common perfume defects include leaking pumps, loose collars, scratched bottles, uneven coating, printing errors, low fill volume, damaged boxes, wrong batch codes, fragrance differences, and loose caps.
A quality agreement should state:
- Sampling method
- Critical, major, and minor defects
- Acceptance limits
- Sorting and rework responsibility
- Repeat-inspection cost
- Replacement method
- Claim period and required evidence
- Responsibility for replacement freight
“Quality guaranteed” is not a measurable standard.
Problems found before shipment can often be sorted or repaired at the factory. Problems found after arrival may require local labor, storage, repacking, disposal, and replacement freight. Slow leakage, pump failure, coating wear, and box separation may appear only after sale.

Sampling can also create separate charges. An illustrative sample budget may look like this:

These prices are calculation examples. A real sample quote should state how many fragrance and packaging revisions are included and whether any fee is credited against the production order.

Confirm whether each sample is handmade or production-made, digitally or mass printed, made with temporary or final tooling, and filled with a trial liquid or final formula.
The agreement should also state whether the written specification or signed sample takes priority when the two do not match.
Check Documents and Market Costs
Do not accept a quotation that only says “all certificates included.” Name each required document.
Possible documents include:
- Safety Data Sheet
- Certificate of Analysis
- Ingredient information
- Allergen declaration
- IFRA Certificate of Conformity
- Product specification
- Stability or compatibility report
- Batch record
- Inspection report
- Export documents
A Certificate of Conformity to the IFRA Standards is prepared for a fragrance mixture by a company that creates fragrance mixtures. IFRA does not issue the certificate, and the document does not replace a safety assessment or local legal compliance.[1]
Confirm which formula, concentration, product use, and market the document covers. A certificate for an early fragrance sample may not cover the final production formula.
Different documents are produced at different times. Formula information, allergen data, label text, and safety reviews may be needed before production approval. Batch COAs, production records, and final inspection reports are normally created during or after production.
For the United States, cosmetic manufacturing or processing facilities may have facility-registration duties, while the responsible person named on the label may have product-listing duties. Certain small businesses may qualify for exemptions. FDA registration and listing are not product approval programs.[2]
For the European Union, Regulation (EU) 2023/1545 expanded fragrance-allergen labeling requirements. Covered allergens must be individually listed when they exceed 0.001% in leave-on products or 0.01% in rinse-off products, subject to the regulation's transition rules.[3]
A factory may provide formula and test documents without accepting legal responsibility for placing the product on the destination market. The quotation should identify the market, formula, label version, product version, and responsible party covered by each compliance service.
Compare Shipping Costs
Suppliers should quote the same Incoterm and named place.
These prices cannot be compared directly:
- EXW factory: $3.90 per bottle
- FOB Shenzhen Port: $4.20 per bottle
- DAP buyer's warehouse: $5.40 per bottle
Under DAP, the seller delivers the goods to the named destination on the arriving vehicle, ready for unloading. The buyer normally handles unloading, import clearance, import duty, and import tax.[4]
Use complete wording such as “FOB Shenzhen Port, Incoterms 2020” or “DAP buyer's warehouse at the stated address, Incoterms 2020.”
Confirm who pays for export clearance, origin handling, freight, insurance, import clearance, duty, destination handling, final delivery, and unloading.
Alcohol-based perfume may be classified as dangerous goods depending on the final formula, flash point, packaging, quantity, and transport mode. A qualified freight forwarder should review the final product before confirming the shipping price.
For air cargo, the IATA Dangerous Goods Regulations cover classification, packaging, marking, labeling, documentation, and handling.[5]
The freight quotation should state whether it includes dangerous-goods classification, safety documents, required packaging, marks, labels, carrier surcharges, terminal handling, inspection, repacking, and destination fees.
A useful freight estimate also needs:
- Units per carton and number of cartons
- Carton dimensions
- Net and gross weight
- Total shipment volume
- Pallet quantity and dimensions
- Pickup and delivery addresses
- Product classification
Freight based only on bottle count is a rough estimate. Heavy bottles increase actual weight, while large boxes increase volumetric weight. The freight quotation should include its date, validity period, and any charges that may still change.
Review Payment, Price, and Time
Compare how much money each supplier requires before finished goods can be inspected.
Check sample, development, tooling, deposit, material, and balance payments. Also confirm the currency, bank fees, exchange-rate rules, refund conditions, and the point at which each payment becomes non-refundable.
On a $25,000 order, the difference between a 30% and 50% deposit is $5,000:

The 50% deposit ties up an additional $5,000 before production begins. A higher deposit is not automatically unacceptable, but it should be compared with the supplier's responsibilities, inspection terms, and refund rules.
Confirm the contract company, invoice company, receiving bank account, production factory, and company responsible for defects. Outsourcing is not automatically a problem, but responsibility must be clear.

A quotation should also state how long its price remains valid. Separate fixed prices, estimates, provisional freight, exchange-rate adjustments, and raw-material surcharges.
When a price changes, the revised quotation should show the original amount, revised amount, reason, affected specification, date, and buyer approval.
“Thirty days production” does not always mean the goods will ship thirty days after payment. Confirm whether the stated period starts after the deposit, formula approval, artwork approval, packaging approval, material arrival, or signed pre-production sample.
An illustrative project schedule may look like this:

If every stage runs one after another, this example totals about 65 days before international transit. The total may be shorter when fragrance approval and packaging work overlap. These times are project examples, not fixed factory lead times.
Check Overage and Hidden Fees
The ordered, produced, invoiced, and accepted quantities may differ.
Confirm the allowed production tolerance, whether extra units will be invoiced, how short delivery is handled, who owns branded overproduction, and who pays for a later replacement shipment.
If a contract allows a 5% overage on 10,000 units, up to 500 additional units may be produced and invoiced:
10,000 × 5% = 500 units
Five percent is only an example. The actual range must be agreed before production. Unused branded products and packaging should not be sold to another party.
Extra fees usually come from four areas:
- Missing quote items: testing, documents, printing setup, export packing, inspection, or dangerous-goods handling
- Buyer changes: fragrance revisions, color matching, artwork, barcode, language, or quantity changes
- Production problems: repeat testing, sorting, repacking, replacement components, or disposal
- Logistics changes: storage, split shipments, rerouting, return transport, or destination charges
Do not ask only whether the supplier has hidden fees. Ask which events can change the price and how each extra charge will be calculated.
Compare Quantities and Sizes
Request prices at more than one order quantity. This shows which costs fall with volume and which remain fixed.

The 10,000-unit price is $0.35 lower than the 5,000-unit price, but the total product payment increases by $18,500.
If the brand can sell only 4,000 units within a reasonable period, the lower unit price may not cover the extra storage, cash, packaging damage, reduced remaining shelf life, outdated legal text, and unsold inventory.
When comparing different bottle sizes, check price per bottle, price per milliliter, packaging cost, freight cost, expected retail price, and gross margin.
A 100 ml bottle does not cost exactly twice as much as a 50 ml bottle because each unit still needs a pump, cap, box, decoration, filling setup, and inspection. Price per milliliter is useful but should not control the decision alone.

Complete all critical fields before selecting a supplier. A non-critical item may remain uncertain only when it is recorded and included in the cost or risk review.
Check the Red Flags
A supplier should not enter the final price comparison when it cannot confirm basic legal, product, quality, or payment information.
Serious warning signs include:
- No written specification or quotation version
- No component or SKU MOQ
- No list of exclusions
- No measurable quality standard
- No sample or defect policy
- No required formula or safety documents
- No named place in the Incoterm
- Freight quoted without cargo data
- “IFRA approved” without supporting details
- Unexplained differences between the contract, invoice, and bank account
- Material changes after sample approval
- Refusal to allow reasonable inspection
- No batch traceability
- New fees without an approved change
- A full production deposit requested before the commercial specification and responsibilities are clear
